To understand the full implications of these drills, it is essential to delve into the historical context, Beijing’s strategic objectives, and the potential ramifications for regional stability.

Why has China Launched Military Drills?

Since 1949, Taiwan has been governing itself after nationalists moved there following their loss to the Chinese Communist Party (CCP) in a civil war on the mainland.

Beijing claims Taiwan as its own territory and hasn’t ruled out using force to take control.

Taiwan’s new president, Lai Ching-te, is seen as a threat to Beijing’s authority.

According to Rorry Daniels, a managing director at the Asia Society Policy Institute, Beijing is concerned that Lai’s actions may lead to international support for Taiwan’s independence.

During his recent inauguration speech, Lai pledged to protect Taiwanese democracy and emphasized equality between Taiwan and China.

China interpreted this speech as a move towards independence and warned of retaliatory measures.

Subsequently, China conducted military exercises as a warning against any moves towards independence, although analysts believe these plans were made before Lai’s speech.

Similar military drills occurred in 2022 after a visit by US House Speaker Nancy Pelosi to Taiwan.

Historical Context of China-Taiwan Relations

To fully grasp the significance of China’s military drills near Taiwan, it’s essential to understand the historical context of their relationship. The roots of the conflict trace back to 1949, when the Chinese Civil War culminated in the victory of the Chinese Communist Party (CCP) over the Nationalists (Kuomintang).

The defeated Nationalists fled to Taiwan and established a separate government. Since then, Taiwan has been self-governed and developed into a vibrant democracy, while the CCP has maintained its stance that Taiwan is a breakaway province that must eventually be reunified with the mainland.

Objectives Behind China’s Military Drills

China’s military exercises around Taiwan serve multiple strategic and political objectives:

  1. Signaling to Taiwan and Its Allies: The drills are a clear message to Taiwan and its supporters, particularly the United States, that China is prepared to use military force if necessary. According to Amanda Hsiao of the International Crisis Group, it is a warning to Taiwan’s administration to adopt a more moderate stance.
  2. Demonstrating Military Capability: The People’s Liberation Army (PLA) aims to showcase its ability to impose a blockade on Taiwan, deter external intervention, and rapidly resolve the Taiwan issue if needed. This was articulated by Song Zhongping, a former Chinese military officer and analyst.
  3. Domestic Propaganda: Internally, these drills are used to bolster nationalistic sentiments and reassure the Chinese public of the CCP’s commitment to defending national sovereignty. James Char from Nanyang Technological University highlighted that such exercises are a proven method for the CCP to address nationalist concerns.

Comparing Current and Previous Drills

The latest drills differ in scope and execution compared to previous ones. While they are scheduled to last only two days, shorter than the five-day exercises in August 2022, their geographical coverage is broader. The drills have encroached upon Taiwan’s Air Defense Identification Zone (ADIZ), signaling an escalation in proximity and intensity.

Notably, the inclusion of China’s coast guard in the exercises suggests a focus on interdiction and quarantine, as pointed out by analysts like Ben Lewis from PLATracker. This could imply a shift towards more comprehensive and integrated maritime operations aimed at demonstrating control over the surrounding waters.

Strategic Implications and Future Prospects of Drills

The immediate future following these drills remains uncertain. Beijing has the option to extend the exercises, launch missiles near Taiwan, or even impose a real blockade. However, analysts like James Char believe such drastic measures are unlikely, given the recent efforts by both Washington and Beijing to lower tensions.

Despite the ongoing military intimidation, experts suggest that Beijing is more likely to employ a combination of coercive and persuasive strategies to undermine Taiwan’s resolve rather than risking a high-cost invasion. This approach is aimed at wearing down Taiwan’s will to resist through continuous pressure and psychological operations.
