The Union Cabinet has approved the One Nation One Subscription (ONOS) scheme, a significant step toward empowering Indian academia and youth. Through ONOS, all higher education institutions under central and state governments will have unified access to over 13,000 prestigious journals from 30 international publishers via a single platform.

The scheme will be managed by the Information and Library Network (INFLIBNET), an autonomous center under the University Grants Commission (UGC). It seeks to streamline the fragmented journal subscription system currently handled by multiple library consortia, making academic resources more accessible and efficient.

All government-funded higher education institutions, including universities, colleges, and national research institutions, will receive access to a wide range of academic journals across various disciplines. This will extend to approximately 6,300 institutions, fostering a collaborative research environment.

National Subscription Model
Under ONOS, central payments will be made through INFLIBNET to major international publishers, such as Elsevier ScienceDirect, Springer Nature, and Wiley Blackwell Publishing. Institutions will also have the flexibility to allocate additional funds for extra subscriptions beyond the scheme’s scope.

Financial Outlay
The scheme is backed by a substantial budget of Rs 6,000 crore over three years (up to 2027), ensuring its long-term sustainability. This financial support will provide access to high-quality journals from leading global publishers, creating equal academic opportunities for all institutions.

Broad Reach
ONOS replaces the fragmented subscription models with a more efficient and cost-effective system. Institutions that previously couldn’t afford extensive journal access will now benefit from comprehensive and equitable access to top-tier academic resources.
